Foreign Office, February 11, 1911. I HAVE received your despatch No. 21 of the 14th January last, in which you report that, with the concurrence of the Russian Minister, negotiations have been in the first instance entrusted to the British and Russian consuls at Harbin for the conclusion of an agreement providing for the payment of municipal taxes by British subjects in the Russian railway settlements in Manchuria.

I approve the terms of your instructions to Mr. Sly contained in your despatch to him of the 14th January.
